Although external oversight by the Ombudsman and reform initiatives such as Public Service Malls (MPP) have been introduced, their effectiveness remains inconsistent and underexamined. This study addresses a critical research gap by systematically analyzing the relationship between Ombudsman oversight, regional disparities in service compliance, and alignment with national development priorities. The urgency of this research is reinforced by Indonesia’s RPJMN 2020–2024, which places public service transformation at the core of governance reform. The study aims to evaluate the performance of Ombudsman RI West Sumatra, map compliance variations, assess the implementation of MPP, and propose data-driven policy strategies. Key recommendations include enhancing the enforceability of Ombudsman recommendations through integration with regional performance indicators, standardizing MPP service packages, and improving transparency through public dashboards. Risk-based supervision and inter-regional mentoring are also proposed to address compliance gaps. Using a qualitative method based on literature review, the analysis was conducted using Allan &amp; Burridge's theoretical framework, Fairclough's critical discourse analysis, and Orwell's reflections on political language. Data were obtained from political texts, mass media, official documents, and relevant academic literature. The results show that euphemisms are used to obscure reality and reduce public resistance. Terms such as “fuel price adjustment,” “organizational downsizing,” or “measured decisive action” demonstrate how language is used to frame perceptions and legitimize policies. From Allan &amp; Burridge's perspective, euphemisms can be divided into political correctness and concealment. Fairclough's analysis confirms that this kind of language is reproduced by the media to form a discourse hegemony, while Orwell's reflections show the danger when lies are made to sound honest and oppression seems reasonable. In conclusion, political euphemisms in Indonesia are not only a linguistic phenomenon but also a socio-political practice that has implications for transparency, accountability, and the quality of democracy. The analytical procedures encompassed validity and reliability evaluations, classical assumption testing, simple linear regression analysis, F-tests, t-tests, and the computation of the coefficient of determination (R²). The findings suggest that environmental communication platforms exhibit a substantial impact on public awareness of waste management, as shown by the observed t-statistic value of 6.011 exceeding the critical value of 1.99962 and statistical significance of 0.000, a value less than the predetermined threshold of 0.05. Consequently, the null hypothesis (H₀) was rejected in favor of the alternative hypothesis (H₁). The coefficient of determination (R²) was found to be 36.5%, indicating that indicates the ability of socialization media to explain changes in public awareness levels, while the remaining 63.5% is attributable to other external factors. The Village Development Planning Conference (Musrenbangdes) is designed as a participatory forum to accommodate the aspirations of the community in determining village development priorities. However, in practice, community participation often does not run effectively. This study aims to analyze the effectiveness of community participation in Musrenbangdes in Bulogading Village, Bontonompo District, Gowa Regency, and identify the factors that affect it. This study uses a qualitative approach with a descriptive method. Data collection was carried out through observations, in-depth interviews, and documentation of village governments, Village Consultative Bodies (BPD), community leaders, and villagers. The data analysis technique uses an interactive model that includes data reduction, data presentation, and conclusion/verification. The results of the study show that community participation in Musrenbangdes has been running, but its effectiveness is still not optimal. Community participation tends to be formalistic and dominated by certain groups, while active community involvement in decision-making is still limited. Factors that affect these conditions include the level of community understanding, information disclosure, and the role of the village government in facilitating participation. However, the quality of public services is often still faced with the problem of managing staff personnel that is not optimal. This study aims to analyze the effectiveness of the management of the personnel of the village apparatus in improving the quality of public services in Mangadu Village, Takalar Regency. This study uses a qualitative approach with a descriptive type of research. Data was collected through in-depth interviews, observations, and documentation of village officials and service user communities. The data analysis technique is carried out through the stages of data reduction, data presentation, and conclusion drawn. The results of the study show that the management of the personnel of the village apparatus has been implemented, but it has not been fully effective. This is characterized by the limited number of apparatus, the mismatch between the placement of employees and competencies, and the lack of optimal coaching and development of apparatus. This condition has an impact on the quality of public services, especially in terms of speed and timeliness of services. Nevertheless, the attitude of the apparatus and the disclosure of service information are considered quite good by the public. It explores how patronage-based electoral strategies are conceptualized and debated within academic literature, particularly regarding the mobilization of state resources to secure voter loyalty and sustain political dominance. The primary objective is to identify patterns of knowledge production, influential scholars, dominant themes, and emerging research trajectories related to incumbency advantage and patronage politics. Methodologically, the study employs bibliometric analysis supported by VOSviewer software to visualize co-occurrence networks among keywords, citation relationships, author collaborations, and leading publication sources. This quantitative mapping enables a systematic understanding of the intellectual structure and evolution of the field. The findings reveal three major thematic clusters. First, political patronage and clientelism are strongly associated with the distribution of public utilities as electoral incentives. Second, incumbency advantage emerges as a central concept linked to resource control and institutional access. Third, social capital and local networks function as mediating mechanisms that strengthen patron–client exchanges. The analysis also shows a growing trend of interdisciplinary research combining political science, governance, and public administration perspectives.
