<p><em>This study analyzes the influence of the e-purchasing system on the fulfillment of the principles of good governance and the quality of regional and urban planning in the Simalungun Regency Regional Secretariat. Using an explanatory quantitative design with total sampling, as many as 41 employees involved in procurement and planning became respondents. Data were collected through a Likert scale questionnaire and tested with Pearson's correlation for validity as well as Cronbach's Alpha for reliability (α = 0.991). The residual normality assumption is met. Multiple linear regression analysis is used to test the partial and simultaneous influence of variables. The results show that e-purchasing has a significant effect on good governance, increasing transparency, accountability, and process efficiency. Good governance practices in procurement have been identified as having run quite well. The effect of e-purchasing on planning quality was very significant and dominant (B = 0.883; β = 0.886; t = 35.929; p < 0.001), while good governance also had a positive and significant effect (B = 0.143; t = 4.697; p < 0.001). Simultaneously, the two variables explain almost all variations in planning quality (R² = 0.999; F = 18,712,641; p < 0.001), indicates the feasibility of the model. The findings confirm that the integration of e-purchasing and good governance is an operational prerequisite for realizing effective, efficient, and accountable regional development planning. <p><em>Organizational culture has an important role in shaping employee work behavior, especially in the public sector bureaucratic environment. This research is motivated by the need for an in-depth understanding of how the values, norms, and habits that develop in sub-district government organizations affect the productivity and effectiveness of employee work. The purpose of this study is to describe and analyze the dynamics of work behavior patterns in the context of organizational culture in the Biringkanaya District Office, Makassar City. This study uses a qualitative approach with a descriptive study type. Data was collected through in-depth interviews, direct observations, and documentation, with key informants consisting of structural officials, service staff, and community leaders. Data analysis was carried out interactively with the Miles, Huberman, and Saldana models, through the stages of data reduction, data presentation, and conclusion drawn. The results of the study show that the organizational culture at the Biringkanaya District Office is dominated by the values of loyalty, obedience, and solidarity between employees. Work behavior patterns tend to be hierarchical, but also contain informal practices such as mutual cooperation. Leadership factors, internal communication, and institutional loyalty are the cultural elements that most influence work productivity. The recommendations of this study are the importance of building a more participatory, adaptive, and performance-based organizational culture, in order to increase bureaucratic responsiveness to the dynamics of urban society.</em></p>Haerul HaerulNasir

<p><em>The Complete Systematic Land Registration Program (PTSL) is a national policy that aims to accelerate the land certification process for all Indonesian people in order to create legal certainty over land ownership. However, in its implementation, this program still faces various obstacles, especially in the regions. This study aims to analyze the effectiveness of the policy to accelerate land certification through the PTSL program in Takalar Regency. This study uses a descriptive qualitative approach with data collection techniques through observation, in-depth interviews, and documentation. The research subjects consisted of officers of the National Land Agency (BPN), village officials, and PTSL beneficiary communities. Data analysis was carried out using the Miles and Huberman model, including data reduction, data presentation, and conclusion drawn. The results of the study show that the PTSL policy in Takalar Regency is quite effective, characterized by the increase in the number of certified land and the legal benefits felt by the community. However, several obstacles are still found, such as lack of socialization, limited implementing resources, and weak coordination between related agencies. The success of the program is highly dependent on the support and participation of the village government as well as the readiness of the community as service recipients. This research contributes to strengthening the study of public policy implementation, especially in the land sector, and can be a practical input for the government in developing policy strategies that are more effective, participatory, and adaptive to the needs of the community.</em></p>Nasir Nasir

<p><em>The purpose of this study was to analyze how the development strategy of Pulutan Tourism Village towards an independent tourism village in Gunungkidul Regency. The research method used is descriptive qualitative, with data collection techniques through observation, interviews, and documentation. The Pulutan Village Valley object is still the main attraction and a leading tourist attraction in Pulutan Village. The many local potentials owned by the tourist village have not been able to attract tourists to stay for a long time in Pulutan Village. Through SWOT analysis, various components of Pulutan Tourism Village can be seen, which can be developed into an independent or sustainable tourist village. The components of the tourist village include the tourist attractions offered, accessibility that is quite supportive of tourists, and adequate amenities. Starting from the opening of the tourist attraction until December 2024, the Pulutan Village Valley has been recorded as having attracted 519,781 tourists. Responding to this positive trend, in 2024 the Pulutan Village Government together with the Pulutan Maju Mandiri Village BUM will optimize the focus of development of both road infrastructure and Lembah Desa facilities in order to increase the comfort and attractiveness of tourists. The final stage, through the formulation of the SWOT matrix analysis, can be carried out the development of Pulutan Tourism Village towards an independent tourism village, which is expected to have an impact on increasing the economic resilience of the local community. <p><em>The increasingly globalised development of science and technology represents a challenge in the digital era. The role of technology is expanding rapidly to support the learning process. It is therefore vital for education leaders to adapt to this changing landscape, adopt a leadership style that embraces technological innovation, and facilitate its effective integration into educational practices. This study aims to determine the principal's leadership style applied in the digital era in elementary schools. The study adopts a survey research design. The research was conducted from January to June 2024. The study's participants comprised class teachers and/or subject teachers, drawn from a population of elementary schools in Laren District, Lamongan, East Java. The research sample was obtained through the implementation of a simple random sampling technique, with a total of five elementary schools in Laren District, Lamongan, East Java, constituting the study's sample. Data collection techniques employed included the administration of questionnaires and guidelines. The data collection instrument employed was a questionnaire of a closed nature. The research data underwent a dual-stage analysis:Initially, a data validity test was conducted utilising the Person Product Moment correlation formula.Subsequently, a reliability test was performed employing the Cronbach Alpha formula. The statistical analysis of the score data was conducted using the software program Microsoft Excel. The results indicated that the principal's leadership style in addressing the challenges of the digital era can be categorised into five distinct styles: 1) transformational style with a percentage of 88.33%; 2) delegative style with a percentage of 87.78%; 3) transactional style with a percentage of 87.50%; 4) democratic style with a percentage of 86.25%; and 5) authoritarian style with a percentage of 85.17%. Of the five principal leadership styles, the most widely used and in accordance with the digitalization era is the transformational style, which demonstrates very strong criteria. The findings of this study are anticipated to furnish information that will inform policies on the utilisation of technology in the management of institutions at the elementary school level.</em></p>Dewi MasithohM. <p>This research is titled: Implementation of the Educational Rights of Students in Juvenile Detention at the Class II Special Guidance Institution for Children in Pekanbaru. This research was conducted at the Class II Special Guidance Institution for Children in Pekanbaru. The purpose of this research is to analyze the implementation of the policy on the educational rights of students in detention. The research results show that the implementation of the policy on the educational rights of students can be concluded that in terms of its execution, seen from the rights to worship and the right to education, the implementers have not fully complied with the policy because the SOP applied at the Special Guidance Institution does not cover the policies contained. Furthermore, in terms of supervising the implementation of the SOP for the guidance of juvenile detainees, the implementers have not fully understood their roles in carrying out the policy on the educational rights of students, so their roles in facilitating the educational rights of students have not been properly executed.</p>Sriyunita Simanjuntak

<p><em>Community participation is an important element in sustainable, transparent and fair village development planning. This research aims to describe the form of participation of the Padukuhan Ngurak-Urak community in planning the development of Petir District, analyze the factors that influence it, and identify obstacles and opportunities to increase participation. This research uses a qualitative descriptive approach with data collection techniques through non-participatory observation and semi-structured interviews with village officials, community leaders and residents. The research results show that community participation occurs in various forms, both formally through the Hamlet Deliberation and Village Head Deliberation, as well as informally through direct communication with village officials. However, participation is still consultative and has not yet reached partnership level. Inhibiting factors include labor migration, limited access to information, and minimal youth involvement in official forums. However, there are positive indications in the form of involvement in community service work, Karang Taruna initiatives, as well as the use of information technology by the sub-district government. In conclusion, community participation in Padukuhan Ngurak-Urak shows a positive trend, but is not yet substantially optimal. Institutional strategies are needed that support increasing community capacity, providing space for inclusive dialogue, as well as funding mechanisms that are responsive to the needs of vulnerable groups and youth.</em></p>Heri Roh Pujiatialma febrianaRicardho Dhaniel Nugroho

<p><em>This study aims to analyze the role of Kesbangpol (National Unity and Politics Agency) of Sukabumi Regency in political education for women from a Public Administration perspective. The research method applied is qualitative, with a case study approach. Data were collected through in-depth interviews with Kesbangpol officials, staff, KPPI leaders, and Bawaslu commissioners, complemented by observations of political education activities and official KPU documents. The results show that Kesbangpol acts as a facilitator, implementer, and coordinator of women’s political education, despite facing challenges such as limited budgets, broad regional coverage, and human resources. The programs positively impact by enhancing political literacy, increasing awareness of rights, and boosting women’s confidence to actively participate in local politics. However, KPU data reveal a gap: out of 650 legislative candidates in Sukabumi Regency (35.3% women), only 8 women (16%) won seats in the 2024–2029 period. The novelty of this study lies in its updated analysis connecting Kesbangpol’s role with actual electoral outcomes, contributing to Public Administration literature while providing practical input for gender-responsive political education policies.</em></p>Enjang Kusnadi
